Preparation
Duplicate your tubes and image; close the originals and minimize the copies for now.
Put the mask in your masks file and the texture in your textures file.
Export your brushes in your psp as custom brushes.

You can use my arrow to follow your work

1- Open a new transparent image of 800 by 650 pixels and select all
2- Open the picture JHanna_131_bground or a background of your choice, copy it and paste it into the selection
3- Select none and colorize to your liking
My choice : Adjust / Hue and saturation / colorize / 145 / 67
4- Effects / plugins / FM tools / Blend Emboss default
5- Set your material palette with two colours out of your main tube
My choice : Foreground : light colour f9fbfb 
Background : dark colour 7a9eb3 
5- Add a new raster layer and flood fill it with your background colour ( right clic )
6- Layers / load a mask / from disk / choose Masque_Fleurs_Dansounette / with the settings below
Adjust /sharpness / sharpen more
Merge group
Set the mode of that layer to Multiply or another mode of your choice
7- Add a new raster layer and select all
8- Selections / modify / contract by 10 pixels
9- Selections / modify / Select the borders of the selection as below :
10- Flood fill the selection with your light foreground colour
Select none
11- Effects / plugins / / Mura's seamless / Emboss at alpha default
12- Layers / duplicate
Image / resize at 95 %
13- Open the tube Kikirou_671_capricorne or a tube of your choice, copy it and paste it as a new layer
Place the tube in the bottom left hand side corner of your tag
14- Open the tube Fairymist_etoiles, or a tube of your choice, copy it and paste it in the bottom right hand side of your tag
( You may prefer to use a brush of your own, in that case, add a new raster layer before applying your brush with a colour of your choice )
15- Open the tube constellation, copy it and paste it in the top left hand corner of your tag
16- Layers / duplicate
Image / mirror
Place in the top right hand side of your tag
17- Open the tubes papilons and paste them as new layers
Place them to your liking
You may use your own butterflies and colorize them or use other tubes of your choice such as flowers, stars, hearts ....
18- Open the tube Fairymist_titre, copy it and paste it as a new layer
Place it on the right hand side of your tag
You may wish to write your own text ( make a 90° rotation and repeat point 11 )
19 - Add a new raster layer and apply your signature
20- Make sure everything is in its place
Image / add some symmetrical borders of 3 pixels with your light colour
21- Layers / Promote Background layer
22- Image / resize your tag at 720 pixels width ( Resize all the layers NOT checked )
23 - Effects / Alien skin Eye candy 5/ Impact / Perspective shadow / drop shadow blurry as below :
24- Add a new raster layer
Layers / arrange / move down
25- Set your material palette with your light colour in the background and a dark colour in your foreground
For me : dark blue 406078 
in the foreground
and light colour f9fbfb in the background
25- Flood fill your new layer with your dark colour
26- Effects / plugins / Graphic plus / cross shadow default
27- Add a new raster layer
Set your foreground with a linear gradient , angle 45, repeats 0, Invert NOT checked
Check Texture and choose texture Paper_155_4
28- Flood fill your layer with that "flowery" gradient
Set the mode of that layer to Luminance ( heritage ) or choose another mode if you prefer
29- Image / add some symmetrical borders of 3 pixels with your light colour
30- Save your work as a jpeg file and resize the tag if necessary
