- The tube of the woman is by Kikirou
You'll be able to get her tubes by joining in her sharing group here
- One of the brushes I have used is by Yana-Stock

Preparation
Duplicate your tubes; close the originals and minimize the copies for now.
Put the mask in your masks file.
Export your brushes in your psp as custom brushes

You can use my arrow to follow your work

1- Open a new transparent image of 800 by 650 pixels
2- Flood fill that layer in black or a dark colour of your choice
3- Add a new raster layer and flood fill it with a light colour
My choice : colour edcacc 
4- Layers / load a mask from disk / choose the mask @rosa_mascara_be_01 and check the squares as below :
Adjust / sharpness / sharpen more
Merge group
5- Image / mirror
6- Open the tube Kikirou_591 or a tube of your choice, copy it and paste it as a new layer
* If your Psp has the pick tool, activate it by pressing the key K and set it as below :
If you use another tube or if you haven't got the pick tool, you will have to move your tube with your move tool !
7- Open my tube Fairymist_texte, copy it and paste it as a new layer
Place that tube as shown on my tag
Nothing stops you from writing your own text in accordance with the chosen tube !! but don't forget to add a new layer before doing it !
Don't hesitate to play around with the modes of your layers ( my text is on the mode overlay )
8- Add a new raster layer
Activate your brush tool, set as below with the snow brush
Apply that brush with your light colour in the top left hand corner of your tag; with your rubber, suppress the snow flakes that are on the woman's face and on the hearts of the mask
* If you don't work with Psp12 and that you haven't been able to export the brush, you can use a brush of your choice or use my tube Fairymist-neige, copy it and paste it as a new layer and place it as on my tag
9- Add a new raster layer
With your brush tool set as below, apply the brush elegance or a brush of your choice, with a colour of your choice ( I have chosen black ) in the top left hand corner of your tag
10- Add a new raster layer
With your brush tool set as below, apply the brush starry9 or a brush of your choice, with a colour of your choice ( I have chosen black ) in the bottom left hand corner of your tag
11- Make sure everything is in its place !
Image / add some symmetrical borders of 1 pixel with your light colour
12- Layers / Promote Background layer
Image / resize at 90% ( Resize all the layers NOT checked )
13- Effects / Alien skin Eye candy 5/ Impact / Perspective shadow / drop shadow blurry
14- Add a new raster layer
Layers / arrange / move down
15- Flood fill that layer with your dark colour
16- Effects / texture effects / weave as below : ( light colour + black )
17- Add a new raster layer and apply your signature
18- Image / add some symmetrical borders of 1 pixel with your light colour
19 - Save your work as a jpeg file and resize it if necessary
