To realize that tag, you'll need the plugins

Preparation
- Duplicate your tubes and image. Close the originals and minimize the copies for now.
- Put the selections in the selection folder of your Psp
- Export your brushes in your Psp as custom brushes

You can use my arrow to follow your work

1- Open a transparent image of 800 by 650 pixels
2- Set your colour palette with two colours matching your main tube
My choice : Foreground : dark colour 475e80
Background : light colour c4d6ec
Set your foreground with a linear gradient as below :
3- Flood fill your transparent layer with that gradient
4 - Layers / duplicate
Image / resize at 65% ( Resize all the layers NOT checked )
5- Effects / edge effects / Erode
6- Effects / plugins / Xero / Simplicity as below :
7- Effects / edge effects / enhance
8- Layers / duplicate
9- Activate your layer Raster 1 and repeat steps 6 and 7
10- You will probably notice that the effect Simplicity of Xero leaves some slight transparent gaps in the bottom and right hand sides of your tag; on step 11 we will suppress these gaps !
11- Copy your layer 1 as it is
Add a new raster layer and select all
Paste into the selection ( the copy of raster 1 which is still in the memory of your Psp )
Select none
Suppress your previous layer Raster 1
12- Make sure the layer at the bottom of your pile is activated ( raster 2)
13 -Add a new raster layer and select all
14- Open the image "BAS_EnchantedBKG_01.jpg" or an image background of your choice, copy it and paste it into the selection
- Select none
- Colorize the image background :
Adjust / hue and saturation / 153, 70 for me
- Set the mode of that layer to Multiply
- Effects / edge effects / enhance
15- Activate the first layer you have resized to 65%
- Effects / image effects / seamless tiling default :
Set the mode of that layer to Screen
16- Effects / plugins / Unlimited 2.0 / Special effects 1 / shiver / 27, 22
17- Activate your top layer ( the second layer you have resized at 65%)
Repeat step 16
18- Effects / 3d effects / drop shadow / 6, 6, 70, 15, black
Do the same drop shadow with - 6 vert and horiz
19- Add a new raster layer
Selections / load a selection from disk / choose selection "fairymist_pauline1.PspSelection" / check Source Luminance and Replace the selection
Flood fill your selection with a colour matching your scenery tube
I have chosen black
20- Effects / texture effects / blinds as below
For that texture effect , I have chosen another colour out of my scenery tube ( blue 336DC8 )
Keep selection
21-Add a new raster layer
Open the tube paysage " calguismistparis27129.pspimage" or a tube or your choice, copy it and paste it into the selection
Select none
* If you wish, you may play on the modes of that last two layers
22- Activate, now, the layer Copy of Raster 1 as shown below :
23- Open the tube " texte_beautiful.pspimage" or a tube of your choice, copy it and paste it as a new layer
Effects / image effects / Offset / Horiz : 325, Vertic : 0 / check Perso and transparent
I have set the mode of that layer to Soft light
24 - Open the tube " texte_love.pspimage"or a tube of your choice, copy it and paste it as a new layer
Effects / image effects / Offset / Horiz : 0, Vertic : 250 / check Perso and transparent
I have set the mode of that layer to Soft light and lowered its opacity to 60
25- If the arrangement of your different items suits you, you can merge all
If you prefer to let yourself another opportunity to move some items later on, don't merge your layers but activate your top layer for the next step !
26- Add a new raster layer
- Selections / load a selection from disk / choose selection "fairymist_pauline2.PspSelection" / check Source Luminance and Replace the selection
27- Flood fill your selection with your foreground gradient
Select none
28- Effects /image effects / Offset / horiz : 0 / vertic : - 20 / check Perso and transparent
29- Effects / plugins / Alien skin Eye Candy 5 / Impact / perspective shadow / drop shadow low as below :
30- Open the tube " calguisparfumshalimar5510.pspimage"or a tube of your choice, copy it and paste it as a new layer
I have resized that tube to 65 % ( Resize all the layers NOT checked )
Place as on my tag
31- Effects / 3d effects / drop shadow / 0, 6 70, 15, black
32-Add a new raster layer
Activate your brush tool , set as below and apply in the center of your tag , the brush "agiBrush0221.PspBrush" or a brush of your choice with a colour of your choice ( I have chosen that red colour 950300 
)
- Place the brush as on my tag
33-Add a new raster layer
Activate your brush tool , set as previously and apply in the center of your tag , the brush "agiBrush0223.PspBrush" ( size 381) or a brush of your choice with a colour of your choice ( I have chosen the same red colour as on the previous step
- Image / mirror
- Resize that brush at 120 % (Resize all the layers NOT checked )
- Place the brush as on my tag
34-Add a new raster layer
Activate your brush tool , set as below and apply in the left hand side of your tag , the brush "Celestial_Forms_Brushes_PS_by_Coby17.cs_10.png.PspBrush" or a brush of your choice with a colour of your choice ( I have chosen the same red colour as on the previous step
35- Open the tube "Tocha23340.pspimage"or a tube of your choice, copy it and paste it as a new layer
I have resized my tube at 90% and have done Image / mirror
Place at the right place
36- Effects / 3d effects / drop shadow of your choice / - 4, - 4, 30, 20, black for me
37- Add a new raster layer and apply your signature
38- Make sure everything is in the right place
Image / add some symmetrical borders of 1 pixel with a dark colour ( 010e2b for me 
)
39- Layers / Promote Background layer
Image / resize at 90% ( Resize all the layers NOT checked )
40- Effects / 3d effects / drop shadow / 0, 0, 100, 50, black
41-Add a new raster layer
Layers / arrange / move down
42- Flood fill that layer with the background colour you have used on step 2
43- Effects / texture effects / blinds as on step 20
44-Add a new raster layer
Select all
Selections / modify / contract by 10 pixels
45- Flood fill the selection with the same light colour as on steps 2 and 42
Selections / modify / contract by 10 pixels
Hit the delete key
Select none
46- Adjust / blur / gaussian blur at 5
Set the mode of that layer to Dodge and lower its opacity between 50 et 60 ( It will depend on the colours you have chosen )
47 - Image / add some symmetrical borders of 1 pixel with a dark colour ( 010e2b for me )
48- Save your work as a jpeg file and resize it if necessary
