To make that tag, you'll need  the plugins : 

- Mura Meister / Clouds.

- Alien Skin Eye Candy 5 / Textures.

- AAA Frames / Foto frame.

Preparation

To be on the safe side, duplicate your tubes and image in your Psp :
- Window / Duplicate
- Close the originals and work with the copies !

Tutorial made with PSP XIII

1 - Open a new WHITE image of 850 by 700 pixels

2 - Set your Material palette as below :

- My choice : Foreground :  Light colour matching my tubes : d8e08a.

Background : White

3 - Effects / Plugins / Mura's Meister / clouds as below :

4- Effects / Plugins / Alien skin eye candy 5 / Textures / Swirl / Features Medium, No twist, as below :

   

5- Effects / Edge effects / Enhance.

6- Open the tube "Scenery" or a large similar tube of your choice in your Psp and copy it.

7- Paste it as a new layer on to your tag.

- Place it to your liking. I have placed my tube that way :

- Effects / Image effects / Offset :

- I have set the mode of that layer on to Multiply !!!!!!!!

8- ADD A NEW RASTER LAYER and SELECT ALL.

9- Open the image "Paysage" or a similar image in your Psp and copy it.

10- Paste it INTO THE SELECTION of your tag. Deselect all.

11- Open the mask "Mask_herbe" in your Psp.

- Activate your tag :

- Layers / New mask layer / from image / choose "Mask_herbe" / set as below :

- Adjust / Sharpness / Sharpen more.

- Layers / Merge group.

12- Make sure everything is at the right place.

- Layers / Merge all.

- Copy that merged layer. (Edit  / copy). Leave your tag on the side for the moment.

13- Open a new transparent image of 950 by 800 pixels as below :

14- Layers / Select all.

15- Paste (the copy of your tag which is in memory) INTO THE SELECTION  of your new transparent image.

- Deselect all.

16- Adjust / Blur / Gaussian blur at 20.

17- Effects / Plugins / Alien skin eye candy 5 / Textures / Swirl / Features Medium no twist as on point 4.

18- Effects / Edge effects / Enhance.

- Leave on the side.

19- GO BACK ON THE TAG YOU HAVE LEFT ON POINT 12.

- Effects / Plugins / AAA Frames / Foto frame default as below :

- Effects / Plugins / AAA Frames / Foto frame as below :

20- Copy your tag.

21 - Go back on the background you have left aside on point 18.

- Paste (the copy of your tag) as a new layer on your background.

22 - Apply your signature.

23- Open the  tube "KikiRou180" or a tube of your choice in your Psp and copy it.

24- Paste it as a new layer on to your tag.

- Place it like me or to your liking.

- Optionnal (for this tube) : Adjust / Brightness and contrast / - 15 and 15.

25- Effects / 3d effects / drop shadow of your choice / 0, 0, 60, 10, black for me.

26- Open the tube "fleurette" or a similar tube of your choice in your Psp and copy it.

27- Paste it as a new layer on to your tag.

- Place it on the right hand side of your tag.

28- I have changed the colours of that tube this way :

- Selections / select all.

- Selections / float.

- Selections / Defloat.

- ADD A NEW RASTER LAYER

- I have fill floaded the selection (on that new layer) with a dark red colour 7b3c40.

- In my layers palette, I have set the mode of that layer on to Burn.

- I have duplicated that layer and set its mode to Hard light , opacity at 50.

29- On your first flower layer (where the flowers are white ) :

- Effects / 3d effects / drop shadow of your choice / 0, 0, 60, 10, black for me.

30- Image / add some symmetrical borders of 2 pixels with a colour of your choice :
313e32 for me.

31 - Save your work as a jpeg file.
