To realize that tag, you'll need the plugins:
- Unlimited 2.0,
- Kang 1,
- Alien skin skin Eye candy 5 Impact,

Preparation
Duplicate your tubes, close the originals and minimize the copies for now.
Export your brushes in psp as custom brushes
Now, we're ready to start !

You can use my arrow to follow your work

1- Open a new transparent image of 800 by 650 pixels
2- In your palette layer, prepare a linear gradient, angle 0, repeats 9, Invert not checked, with two colours out of your main tube; I have used these colours :
Foreground : dark colour 964437 
Background : light colour f2f2ed 
3-Flood fill your image with that gradient
4- Adjust / Blur / gaussian blur at 20
5- Effects / distortion effects / twirl at 100.
6- Effects / plugins / IC net software / Filters unlimited 2.0 / Distortion filters /Smelter 1 / 135
7- Add a new raster layer and flood fill it with your light colour
8- Effects / plugins / Kang 1 / Penzilla / 245, 176
9- With your magic wand set as below, click on the light part of that layer
10- Effects / plugins / IC net software / Filters unlimited 2.0 / Render / clouds ( fore background colors ) / 65, 128
Select none
11- Effects /distortion effects / twirl at 100. Do that twice !
12- Set the mode of that layer to Exclusion
13- Effects / edge effects / enhance
14 -Set your foreground with a colour slightly darker than the one you've chosen on line 2
I've put the colour aaa1a0 
Prepare the same gradient as used on line 2 but with that new colour in your foreground
15- Add a new raster layer
Activate your brush tool and choose the brush Floral 4a 001, set your tool as below and apply the brush in the bottom left hand corner of your tag ( size at 400 !)
Place that brush right in that corner
16- Effects / 3d effetcs / drop shadow / 0, 0, 30, 20, black
17- Lower the opacity of that layer between 90 and 80
18- Effects / edge effects / enhance
19- Open the tube tachesfairymist, copy it and paste it as a new layer. You can colorize it if necessary
You can rub some of the stains off ,if you like
You can choose to make your own stains with the brush enclosed, if you prefer !
You can play with the opacity and the modes of those stains if you feel like it ! Have fun !
20- Open the tube by JHanna. Merge all the visible layers and resize the whole tube at 80 %
Adjust / sharpness / sharpen
Copy this tube now and paste it as a new layer
Place it as shown on my tag or to your liking
21 - Effects / 3d effects / drop shadow / 0, 0, 30, 20, black
22- Merge all and copy your tag
23- Image / add symmetrical borders of 2 pixels with your light colour
24-Image / add symmetrical borders of 50 pixels with a contrasting colour
25-With your magic wand, select that border and paste into the selection ( the copy or your tag that you've done on line 22 )
26- Selection / Promote selection to layer
27- Adjust /blur / gaussian blur at 20
28- Selection / invert
29- Effects / plugins / Alien skin Eye candy 5 / Impact / Perspective shadow / drop shadow blurry default
Select none
30- Set your background with your light colour or with white
31- Effects /plugins / Kiwi's Oelfilter / Guck mal / 148, 0, 128, 128
If you can't see your Kiwi filter in your Psp, look where mine is !!! :
32- Add a new raster layer
Set your background with a colour which goes nicely with your tag and close your foreground
I've chosen the colour 57787f 
With your text tool set as below, and the fonts Crying times, size 40 or fonts of your choice, write the first part of your text
I have written : Au pays des rêves ............................
33- Effects / 3d effects /drop shadow / 1, 1, 100, 2, use a colour slightly darker than the one used to write your text
Select none
34- Image / free rotate / left / free : 90 (Don't check any of the squares )
Place those first words in your vertical light band, on the left hand side of your tag
35- With your erasing tool, size 20, rub off the dots which seem too many for you
36- Repeat the steps 32 to 35 with the words you are going to write in the vertical band which is on the right hand side of your tag
37- Open the tube decofairymist, copy it and paste it as a new layer
Place the tube at the top of your tag, as shown on my tag
Colorize the tube if necessary
You can choose to use another piece of decoration if you prefer
38- Layers / duplicate
Image / flip
39- Add a new raster layer and apply your signature
40-Image / add symmetrical borders of 2 pixels with your light colour
41- Save your work as a jpeg file and resize it if necessary
